The Role and Responsibility of Non Government Organisation along with various departments and their officers a different levels and Rural/ Urban Local Bodies defines Under Rule 15 of the SC-ST(P.A.)Rules 1995.
According the said rules this Pattikajathi Kshema Samithi engaged in the matter connected with a commission of atrocity occured at Government Upper Primary School, KADATHI, MOOVATTUPUZHA TALUK of ERNAKULAM DISTRICT.KERALA.
The cause of action take place at a class room of the said school, by the hands of its Headmistress Smt:P.B.Beenakumary hails Christian community, towards a student aged 11-of 6th class named AKHILESH, a Scheduled Caste member hails Hindu Pulayan. Under the spot enquiry conducted by this Samithi on 24th July 2009 ,the headmistress in charge of the said school said that " a little portion only catted by the said Beenakumary due to the un obedience of the Akhilesh even several asked to do the same by his family.A little portion of hair was hanging in front of his forehead and occasionally he tried to comb with his fingers on sideways usually and sometimes with his pen and moreover Akhilesh allowed to do the same"
But the victims mother and his relatives stated to this Samithi that" Akhilesh reached home while crying with his hair cutted head on 20th July 2009, Monday evening. The photo published in the News Papers are evidencing contradictional submission of the headmistress before this Samithi because the medias took photo while Akhilesh presented before the District Education Officer of Ernakulam District with his complaint against the said headmistress- Beenakumary.
Due to the said commission of atrocity committed against a Scheduled Caste Member Master;Akhilesh , -Samithi informed the matter to the District Collector and SCDO, of Ernakulam to provide immediate reliefs and support to the victims and relatives under Rule 11 and its sub-rule 1 to 7 on 24-07-2009 to dispense the duties of the District Administration without delay , that happened from 20th July2009 onward es .
